In Rajasthan, the caste certificate (*Jati Praman Patra*) is an official legal record issued by the Revenue Department under the authority of the local Tehsildar / Naib Tehsildar (तहसीलदार / नायब तहसीलदार) or Sub-Divisional Officer (SDO). The state has integrated its entire certificate workflow with the Jan Aadhaar platform, Rajasthan Single Sign-On (SSO), and the e-Mitra network.

The Jan Aadhaar Prerequisite (Single Source of Truth)

In Rajasthan, you cannot submit an application without a valid 10-digit Jan Aadhaar Card number or Enrollment Receipt. When you input your Jan Aadhaar on e-Mitra or SSO, the system automatically fetches:

  • Applicant photograph directly from the verified Jan Aadhaar repository.
  • Full name, gender, date of birth, and father's name.
  • Permanent village, ward, tehsil, and district address.

If your name spelling or date of birth in Jan Aadhaar does not match your Class 10 marksheet or Aadhaar Card, update your Jan Aadhaar first at janaadhaar.rajasthan.gov.in before applying.

Offline Verification Form: Two Responsible Persons & Patwari Inquiry

Applying online in Rajasthan requires a physical step first. You must download and print the official application form (प्रपत्र), paste your photograph, and secure two mandatory certifications:

  1. Attestation by Two Responsible Persons (दो उत्तरदायी व्यक्तियों द्वारा प्रमाण-पत्र): Signatures with official seals from Gazetted Officers, Government School Headmasters/Principals, Government Doctors, Gram Panchayat Sarpanches, Municipal Ward Councillors, or MLAs/MPs.
  2. Halka Patwari Report (हल्का पटवारी जांच रिपोर्ट): Your local village Patwari checks ancestral revenue land records (जमाबंदी / पुराना रिकॉर्ड) and signs the verification section confirming family residence and community origin.

This completed paper form is scanned as a PDF and uploaded during your online SSO or e-Mitra kiosk submission.

OBC / MBC Non-Creamy Layer Validity: The 3-Year Affidavit Extension Rule

Many candidates mistakenly believe that an OBC certificate in Rajasthan expires permanently after 1 year. Under the landmark circular issued by the Department of Personnel (DoP / कार्मिक विभाग), Government of Rajasthan:

  • Base Certificate (1 Year): A newly issued digital OBC/MBC-NCL certificate is valid for 1 year from the date of issue.
  • Extension via Affidavit (Up to 3 Years): If your family annual income remains below the ₹8 Lakh ceiling in subsequent financial years, you do not need to obtain a new certificate from the Tehsildar. Submitting a prescribed Self-Declaration Affidavit (प्रपत्र 'च' / Swaghoshna Patra) along with your original certificate extends its validity for up to 3 consecutive years.
  • Beyond 3 Years: Once 3 full years have elapsed from the original issue date, a completely fresh certificate must be applied for on e-Mitra.

Rule for Married Women: Father's Lineage & Paternal Domicile Mandatory

Under Rajasthan Department of Personnel circulars (including Circular No. F.9(8)/DOP/A-V/2000) and settled Rajasthan High Court rulings, caste status is conferred strictly by birth from the father.

A married woman must apply using her father's name, father's caste documents, and paternal native address in Rajasthan (पिता के नाम एवं मायके के मूल पते से).

Applying based on your husband's name, husband's caste certificate, or your in-laws' address will lead to immediate rejection during document verification for RPSC (RAS, School Lecturer), RSSB (Patwari, VDO), and REET recruitment exams.

Under Government of Rajasthan mandates, the Jan Aadhaar platform (janaadhaar.rajasthan.gov.in) acts as the single source of truth for citizen identity and family records. It automatically populates verified demographic details, reduces manual typing errors, and prevents fraudulent caste claims. Before applying, ensure your family member profile in Jan Aadhaar is updated and e-KYC verified.
In Rajasthan, an OBC / MBC Non-Creamy Layer (NCL) certificate is formally valid for 1 year from the date of issue. However, under the Rajasthan Department of Personnel (DoP) circular, if the candidate's family income remains below the ₹8 Lakh creamy layer limit, the certificate's validity can be extended for up to 3 consecutive years simply by attaching a prescribed Self-Declaration Affidavit (प्रपत्र 'च' / Swaghoshna Patra) without needing to reapply through the revenue office.
As per Rajasthan Department of Personnel circulars and High Court rulings, caste status is strictly determined by paternal biological birth. A married woman must apply based on her father's name, father's caste documents, and paternal native address in Rajasthan (पिता के नाम एवं मायके के पते से). Applying using her husband's name, caste certificate, or matrimonial address will result in rejection during RPSC, RSSB, or REET document verification.
The application form requires verification and signatures from two responsible persons (दो उत्तरदायी व्यक्ति). Eligible certifiers include: Gazetted Officers, Government School Principals or Headmasters, Government Doctors (PHC/CHC), Gram Panchayat Sarpanch, Municipal Ward Parshads, Patwaris, or MPs/MLAs. They must affix their official seal, designation, and contact number.
Once your application status shows 'Approved' (जारी), go to emitra.rajasthan.gov.in under 'Download Certificate' or 'Verify Certificate'. Enter your Token Number / Transaction ID and print the digitally signed PDF containing the official QR code and electronic seal. You can also pull it directly into your DigiLocker account by selecting 'Revenue Department, Rajasthan'.
