Verifying DSC Digital Signature & 2D QR Barcode
Every authentic digital caste certificate issued by the Government of Uttarakhand contains two non-tamperable security components:
1. Cryptographic DSC Signature
When opened in Adobe Acrobat Reader, the PDF displays a digital signature box confirming: "Digitally signed by Tehsildar, Government of Uttarakhand". Under Section 5 of the Information Technology Act, 2000, this digital signature carries full legal equivalence to a manual ink stamp.
2. 2D QR Code Authenticity
A printed QR code is placed on the lower corner of the document. Any employer, university verification officer, or recruiting body (such as UKSSSC, UKPSC, or UPSC) can scan this code with a smartphone to fetch the original record directly from the state server.
Linking Your Certificate to DigiLocker
The Government of Uttarakhand has integrated Apuni Sarkar with the National DigiLocker repository. To sync your certificate:
- Open the DigiLocker app or visit
digilocker.gov.in. - Log in using your Aadhaar credentials and mobile OTP.
- Search for "Revenue Department, Uttarakhand" in the State Government document directory.
- Select "Caste Certificate" and enter your Application ID / Certificate Number.
- Click "Get Document". The authentic certificate is permanently linked to your DigiLocker and is legally valid across all Indian institutions under Rule 9A of the IT Rules.
Validity Rules & Physical Printing Advice
- SC & ST Categories: Certificates possess permanent lifetime validity throughout the state of Uttarakhand. No renewal is required.
- OBC (Non-Creamy Layer): The social caste validity is permanent, but the income Non-Creamy Layer ceiling (under ₹8 Lakh) is valid for 1 financial year (April 1 to March 31). Applicants must obtain fresh income endorsement for competitive exams.
- Printing Recommendation: Print the PDF on good-quality 80–100 GSM A4 white paper. Color print is recommended so the digital seal and QR barcode remain crisp during physical document verification.
