Official Uttarakhand Document Checklist (2026 Scrutiny Standards)
In Uttarakhand, the Revenue Police Patwari and Tehsil Kanoongo scrutinize caste certificate applications against two core requirements: the 1985 residency cutoff and a certified copy of the Parivar Register (परिवार रजिस्टर की नकल). Ensure all documents are clear, legible, and properly attested before uploading.

Must have active mobile linked for OTP verification and full date of birth.

Parivar Register ki Nakal (परिवार रजिस्टर की नकल - Mandatory)
The Kutumb Register Extract is the most critical document for local verification in Uttarakhand. It proves the applicant's permanent residential belonging and social heritage:
Where to Procure:
- Rural Areas: Obtain a certified extract from your local Gram Panchayat Secretary (VDO / ग्राम विकास अधिकारी) or Assistant Development Officer (Panchayat).
- Urban Areas: Obtain from the Executive Officer of your Nagar Palika Parishad or Nagar Nigam.
- Validity: The extract must be certified and stamped within the last 6 months. It must clearly list the applicant's name and biological father's name.
Pre-1985 Ancestral Residence Evidence in Uttarakhand (Any One)
Pursuant to Uttarakhand High Court mandates, applicants must demonstrate continuous family residence in the state prior to 1985 using any of the following statutory records:
Devbhoomi Bhulekh Khatauni / Khasra (भूलेख खतौनी):
Computerized Record of Rights from bhulekh.uk.gov.in or manual revenue records showing family land ownership in Uttarakhand dating before 1985.
1985 Electoral Roll Extract (मतदाता सूची 1985):
Certified copy of the 1985 or earlier voter list from the District Election Office showing your father's or grandfather's name in an Uttarakhand legislative constituency.
Ancestral School Leaving Certificate (TC):

Paternal Caste Evidence & Community Recommendations
- Father's Caste Certificate: Upload a copy of your biological father's, real brother's, or paternal uncle's digital caste certificate issued by an Uttarakhand Tehsil.
- Local Body Recommendation: Signed verification from the Gram Pradhan (rural) or Ward Councilor / Parshad (urban) certifying that the family has lived in the locality for generations and belongs to the specified caste.
- Self-Declaration Form: Download the official Revenue Department affidavit format from Apuni Sarkar, sign the declaration on plain paper, and upload the scanned copy.
Parental Income Proofs (Mandatory for OBC Non-Creamy Layer)
For OBC applicants claiming Non-Creamy Layer reservation (annual family income under ₹8,00,000):
- Income Certificate issued by the Tehsildar within the current financial year.
- Form 16 / Salary slips of parents (for salaried government or private employees).
- Income Tax Return (ITR-V) acknowledgement of the last 3 financial years for business families.
Special Rules for Married Women (Valsamma Paul Precedent)
Paternal Blood Proof is Legally Mandatory:
In accordance with Supreme Court rulings, caste is acquired by biological birth and never by marriage. Married women cannot obtain a certificate based on their husband's caste or husband's land records. Applications must be filed under the biological father's name and paternal 1985 residency. Marriage certificates or husband's Aadhaar can only be submitted as proof of identity and current marital status.
