What If Your Family Does Not Own Land (No Jamabandi Nakal)?

Many traditional artisans, agricultural workers, and urban residents in Haryana do not possess agricultural land records. The Haryana Revenue Department provides an on-site verification procedure:

  • The Halka Patwari conducts a physical spot inquiry (मौका मुआयना) in your village or ward.
  • Written statements and signatures from the village Nambardar (नंबरदार), Sarpanch, or Municipal Ward Councilor.
  • Old municipal house tax receipts, electricity bills, or voter list extracts proving continuous residence.
  • School admission records of the father or applicant establishing hereditary caste.

Strict Rules for Married Women (पति की जाति मान्य नहीं होगी)

Under the Supreme Court landmark ruling in Valsamma Paul vs Cochin University and Haryana Revenue circulars:

  • A woman's caste is derived strictly by birth from her biological father, never by marriage.
  • Husband's caste certificate, husband's Jamabandi, or husband's Family ID cannot be accepted as evidence of caste.
  • A married woman must apply providing her father's pre-1966 residency proof, father's caste certificate, and paternal Family ID.
  • Marriage certificate or husband's address proof is only accepted to establish current marital residence.
