Step-by-Step Application Walkthrough

How to Apply Online for Gujarat Caste Certificate / જાતિ પ્રમાણપત્ર (Digital Gujarat)

In Gujarat, applications for Scheduled Caste (SC), Scheduled Tribe (ST), and Socially and Educationally Backward Class (SEBC / Baxi Panch / બક્ષી પંચ) certificates are filed online through the Digital Gujarat Citizen Portal (digitalgujarat.gov.in). Follow this verified step-by-step walkthrough to submit your application without errors or rejection by the Talati and Mamlatdar offices.

Important Prerequisite: Prepare Pedhinama & Pre-Cutoff Proofs Before Applying

Before starting your online form on Digital Gujarat, ensure you have:

  • Ancestral proof demonstrating residence in Gujarat prior to your category's cut-off date: 01 April 1978 (for SEBC / Baxi Panch) or 1950 (for SC/ST).
  • A certified copy of the Pedhinama (પેઢીનામું / Family Tree) executed before the Talati-cum-Mantri or sworn on a Notarized Affidavit connecting the applicant to the ancestor holding the pre-cutoff record.
  • Applicant photograph scanned in JPG format under 50 KB, and supporting documents in PDF/JPG format strictly under 200 KB each. Use our free document compressor tool to resize files to portal dimensions.

6-Step Application Process on Digital Gujarat Portal

Step 1: Register or Log In on Digital Gujarat (digitalgujarat.gov.in)

Visit the official portal: digitalgujarat.gov.in . If you are a new user, click on “Register”. Enter your mobile number, email address, choose a password, and verify via mobile OTP. Once registered, log in to your citizen account.

Step 2: Select Revenue or Social Justice Department Service

On the citizen dashboard, navigate to “Services” > “Citizen Services”. Select your specific service:

  • For SEBC (Baxi Panch): Select “Socially and Educationally Backward Class (SEBC) Certificate” (and separately apply for “Non Creamy Layer Certificate for Gujarat Government - Parishisht-K”).
  • For SC / ST: Select “Cast Certificate (SC/ST)”.
  • For Central Jobs: Select “Non Creamy Layer Certificate for Central Government (Parishisht-B)”.
Step 3: Fill Applicant Demographics & Family Lineage

Enter the applicant's full legal name (in English and Gujarati), father's name, mother's name, date of birth, Aadhaar number, and permanent address. Select your district, taluka, and village. From the dropdown menu, select your exact gazetted sub-caste or community name.

Step 4: Enter Pre-1978 (SEBC) or Pre-1950 (SC/ST) Evidence & Pedhinama

Provide details of the historical evidence proving your paternal family was residing in Gujarat prior to the cut-off year. Enter the details of your father's or grandfather's primary school leaving certificate (L.C. number, school name, admission date) or land revenue 7/12 extract. Enter the Pedhinama details linking the applicant to that ancestor.

Step 5: Upload Scanned Documents & Pay Statutory Fee of ₹20

Upload the applicant photograph (under 50 KB JPG) and self-attested PDF copies of identity proof, residence proof, School LC, Pedhinama, and income proof (if applying for NCL Parishisht-K). Proceed to the Cyber Treasury payment gateway and pay the nominal statutory processing fee of ₹20 using UPI, Debit Card, or Net Banking.

Step 6: Save Acknowledgment Number & Talati Roobroo Panchnama

Upon payment, the portal generates an official Acknowledgment Receipt containing your unique Application Number. Your application is electronically assigned to the local Talati-cum-Mantri for field verification and roobroo panchnama. Once the Talati submits a favorable report, the Mamlatdar / TDO digitally approves and signs the certificate.

State SEBC (Parishisht-K) vs Central OBC (Parishisht-B): Choose Carefully

Applicants frequently confuse state and central formats on Digital Gujarat:

  • For Gujarat State Government Services (GPSC, GSSSB, Police Bharti, ACPC admissions): Apply for Parishisht-A (SEBC Caste Certificate) and Parishisht-K (3-Year Non-Creamy Layer Certificate).
  • For Central Government Services (UPSC, SSC, Railways, Banking, NEET All-India Quota): Apply for Parishisht-B (Central OBC Non-Creamy Layer Certificate). This is issued in English and is valid for 1 financial year.
