Children of Inter-Caste Parents

Under Kerala Government Order G.O.(P) No. 11/2005/SCSTDD, children of inter-caste marriages can claim the caste status of either the father or mother, subject to proof that the child was brought up in that community and shared its social disabilities. Frequently Asked Questions: Kerala Document Submission

What if caste is not mentioned in my SSLC book?

If your SSLC book lists caste as “General” or leaves it blank, you must submit your parent's SSLC book, registered land document mentioning family lineage, or a pre-existing Community Certificate of your father or mother. The Village Officer will also record local witness statements during field inspection.

Do I need to submit hard copies of documents at the Village Office?

No. If you applied online through e-District Kerala and all uploaded scans are legible and authentic, no physical visit is required. You will only be summoned to present original documents if the Village Officer raises an objection or notices discrepancies during scrutiny.

Is land tax receipt mandatory if the applicant does not own land?

If the applicant or their parents do not own land, they can submit a residential certificate issued by the local Grama Panchayat or Municipality along with the house owner's consent letter or rental agreement.

Can I apply if my family migrated to Kerala from another Indian state?

Under constitutional guidelines, caste certificates for migrant citizens are issued only from their state of origin. However, if the family settled in Kerala prior to the Presidential Order cut-off date (1950 for SC/ST), a certificate on migration basis can be processed after verification with the parent state authority.

Frequently Asked Questions: Kerala Documents Checklist

In Kerala, under Revenue Department guidelines, a 'Community Certificate' is primarily issued to Scheduled Castes (SC) and Scheduled Tribes (ST), as well as for general educational admissions. A 'Caste Certificate' is issued to Other Backward Classes (OBC) and Socially and Educationally Backward Classes (SEBC) for state employment reservation. For Central Government reservation, a Non-Creamy Layer Certificate is required.
For standard applications, the Village Officer (VO) of your native revenue village is the verifying and issuing authority, issuing the certificate under their official Digital Signature Certificate (DSC). For inter-caste marriages, central formats, or disputed claims, the Tahsildar of the Taluk Office is the competent issuing authority.
Under the Kerala Right to Service Act, 2012, standard Caste and Community Certificates must be issued within 5 to 7 working days from the date of submission. If your application exceeds this statutory limit, you can file an appeal to the designated Appellate Authority (Tahsildar / Sub-Collector).
In Kerala, Community and Caste Certificates issued for general identity and reservation are valid for 3 years. For Scheduled Castes (SC) and Scheduled Tribes (ST), community status is permanent. Non-Creamy Layer Certificates (NCLC) issued for OBC and OEC categories are strictly valid for 1 year from the date of issue.
Yes. Citizens without internet access or computers can visit any authorized Akshaya Center. The Akshaya entrepreneur scans your physical documents, enters your details on the e-District portal, collects the prescribed fee (₹25 to ₹30), and hands over a printed acknowledgement slip with your Application Number.
You can track your application directly on edistrict.kerala.gov.in using the 'Track Application' widget by entering your Application Number without logging in. Once the Village Officer approves it, log into your citizen account to download the digitally signed PDF containing a secure 2D barcode, or collect a printed copy from your nearest Akshaya Center.
