Step-by-Step Online Application Procedure (edistrict.kerala.gov.in)

Follow these sequential steps on the official portal to ensure your file is processed without departmental queries:

1

Portal User Registration & Aadhaar Linking

Visit edistrict.kerala.gov.in. Click on Portal User Registration. Enter your full name, date of birth, mobile number, and 12-digit Aadhaar number. Complete OTP mobile authentication to establish your unique Login ID and Password.

2

Complete One-Time Registration (OTR)

Log in to your citizen account. Go to One Time Registration. Enter your permanent residential address, district, taluk, and local revenue village office. This step is critical because your application is automatically mapped to the designated Village Officer based on this entry.

3

Select Service: Community Certificate vs. Caste Certificate

Navigate to Apply for a Certificate under the Revenue Department:
• Select Community Certificate if you belong to Scheduled Castes (SC), Scheduled Tribes (ST), or require it for educational admissions.
• Select Caste Certificate if you belong to Other Backward Classes (OBC) or SEBC applying for Kerala PSC recruitments.

4

Select Caste from Official Gazetted Dropdown

Choose your exact sub-caste from the drop-down menu corresponding to the statutory Kerala Government notification. State whether the certificate is for State Education, State Employment, or Central Government reservations.

5

Upload Mandatory PDF Proofs (Under 100KB)

Upload clear PDF scans: applicant's SSLC book page showing caste entry, father's or mother's school record/community certificate, and latest land tax receipt (BTR/Thandaper) to confirm local residence. Ensure all files are under 100KB.

6

Pay Fee & Save Acknowledgement Receipt

Pay the ₹15 government fee using Net Banking, UPI, or Debit Card. On successful payment, an official Acknowledgement Slip containing your unique Application Number (e.g., ED/2026/XXXXX) will be generated. Save this slip to track your file.

Important Statutory Rule on Married Women Applicants in Kerala

In Kerala, in accordance with landmark Supreme Court rulings (Valsamma Paul v. Cochin University), caste is determined solely by birth from the biological father. A woman born to an unreserved family who marries an SC, ST, or OBC individual cannot claim reservation. Married women must apply using their biological father's native village office and father's school/caste records, using their marriage certificate solely as proof of surname change.

Frequently Asked Questions: Applying for Kerala Caste Certificate

In Kerala, under Revenue Department guidelines, a 'Community Certificate' is primarily issued to Scheduled Castes (SC) and Scheduled Tribes (ST), as well as for general educational admissions. A 'Caste Certificate' is issued to Other Backward Classes (OBC) and Socially and Educationally Backward Classes (SEBC) for state employment reservation. For Central Government reservation, a Non-Creamy Layer Certificate is required.
For standard applications, the Village Officer (VO) of your native revenue village is the verifying and issuing authority, issuing the certificate under their official Digital Signature Certificate (DSC). For inter-caste marriages, central formats, or disputed claims, the Tahsildar of the Taluk Office is the competent issuing authority.
Under the Kerala Right to Service Act, 2012, standard Caste and Community Certificates must be issued within 5 to 7 working days from the date of submission. If your application exceeds this statutory limit, you can file an appeal to the designated Appellate Authority (Tahsildar / Sub-Collector).
In Kerala, Community and Caste Certificates issued for general identity and reservation are valid for 3 years. For Scheduled Castes (SC) and Scheduled Tribes (ST), community status is permanent. Non-Creamy Layer Certificates (NCLC) issued for OBC and OEC categories are strictly valid for 1 year from the date of issue.
Yes. Citizens without internet access or computers can visit any authorized Akshaya Center. The Akshaya entrepreneur scans your physical documents, enters your details on the e-District portal, collects the prescribed fee (₹25 to ₹30), and hands over a printed acknowledgement slip with your Application Number.
You can track your application directly on edistrict.kerala.gov.in using the 'Track Application' widget by entering your Application Number without logging in. Once the Village Officer approves it, log into your citizen account to download the digitally signed PDF containing a secure 2D barcode, or collect a printed copy from your nearest Akshaya Center.
