Official Kerala Revenue Department Citizen Guidelines (2026)
In Kerala, certificates certifying caste status are legally issued under the Kerala (Scheduled Castes and Scheduled Tribes) Regulation of Issue of Community Certificates Act, 1996 (Act 11 of 1996) and the Kerala State and Subordinate Services Rules (KS&SSR), 1958. Online applications are processed through the official e-District Kerala portal (edistrict.kerala.gov.in) or assisted via the state-wide Akshaya Centers network.
Understanding Kerala's Dual Certificate Framework: Community vs. Caste vs. NCL
Unlike most other Indian states that issue a single generic “Caste Certificate”, the Revenue Department of Kerala categorizes certificates into three distinct statutory formats depending on the applicant's social category and intended usage:
Community Certificate
Issued exclusively to Scheduled Castes (SC) and Scheduled Tribes (ST) for constitutional reservations in education, government jobs, and welfare benefits. Also issued for general educational admissions where caste confirmation without income limitation is required.
Caste Certificate
Issued to Other Backward Classes (OBC) and Socially and Educationally Backward Classes (SEBC) under the Kerala State & Subordinate Services Rules. Required for state government recruitments through the Kerala Public Service Commission (Kerala PSC).
Non-Creamy Layer (NCLC)
Certifies that an OBC, SEBC, or OEC applicant does not fall under the “Creamy Layer” economic ceiling of ₹8 Lakhs annual parental income. Mandatory for Central Civil Services (UPSC), SSC, JEE/NEET, and central higher education.
Kerala notifies a distinct community list termed Other Eligible Communities (OEC / മറ്റ് അർഹതപ്പെട്ട സമുദായങ്ങൾ). These are socially backward communities who are not in the Scheduled Caste list but are granted educational fee concessions, hostel allowances, and pre-matric/post-matric scholarship benefits on par with Scheduled Castes under Government orders.
Kerala Revenue Department Verification Hierarchy
Kerala revenue administration operates on a decentralized, three-tier electronic verification mechanism:
Village Officer (വില്ലേജ് ഓഫീസർ)
Located at your native Village Office (വില്ലേജ് ഓഫീസ്). The Village Officer inspects the Basic Tax Register (BTR), Thandaper accounts, local school admission entries, and family records. For standard single-caste community applications, the Village Officer is the direct issuing authority using an official Digital Signature Certificate (DSC).
Tahsildar / Additional Tahsildar (തഹസിൽദാർ)
Located at the Taluk Office (താലൂക്ക് ഓഫീസ്). The Tahsildar approves community certificates for inter-caste marriages, central government format certificates, cases escalated by the Village Officer, and applications where ancestral records are contested.
KIRTADS Vigilance Cell
The Kerala Institute for Research, Training and Development Studies of Scheduled Castes and Scheduled Tribes (KIRTADS). Operates an anthropological vigilance cell under Act 11 of 1996. If an applicant's ST/SC claim is doubtful or contested, the file is referred to KIRTADS for expert field research on customs, kinship, and ancestral rites before final rejection or approval.

Kerala Right to Service Act: 5 to 7 Working Days Delivery Guarantee
Under the Kerala Right to Service Act, 2012, the delivery of revenue certificates is legally binding. The statutory timeline for Caste and Community Certificates is strictly 5 working days for standard Village Office verifications and 7 working days for Taluk Office approvals:
First Appellate Authority
If the Village Officer fails to process your application or issues an arbitrary rejection within 5 working days, you can submit a statutory First Appeal to the Tahsildar of your Taluk.
Second Appellate Authority
If the Tahsildar does not resolve the matter within 15 working days, a Second Appeal lies before the Revenue Divisional Officer (RDO) / Sub-Collector, who has the legal authority to penalize defaulting officers.
