Documents Required for Punjab Caste Certificate (Full 2026 Checklist)
To avoid file rejection or lengthy inquiry notices on esewa.punjab.gov.in or at your local Sewa Kendra (ਸੇਵਾ ਕੇਂਦਰ), you must assemble the correct combination of identity, paternal lineage, and domicile records. Review this comprehensive checklist for Scheduled Caste (SC), Backward Class (BC), and Central OBC certificates in Punjab.
1Proof of Identity & Date of Birth
Applicant must provide at least one valid government photo identity and date of birth proof:
2Lambardar / Sarpanch / Councillor Attestation (ਨੰਬਰਦਾਰ ਤਸਦੀਕ)
This is the most critical document in Punjab. Without this attestation, the Halka Patwari cannot process your file:
For Rural Applicants: The designated section on the printed application form must be signed and stamped by the village Lambardar (ਨੰਬਰਦਾਰ) or the Gram Panchayat Sarpanch.
For Urban Applicants: Must be attested by the local Municipal Councillor (MC) or Ward Member of your Municipal Corporation / Council.
3Historical Residency & Paternal Caste Lineage Proofs
Under the Constitution (Scheduled Castes) Order 1950, continuous ancestral residence in Punjab must be established:
4Income Proof & Non-Creamy Layer Self-Declaration (BC & OBC Only)
Backward Class (BC) and Central OBC applicants must prove that their gross family annual income is below ₹8,00,000:
Self-Declaration / Swaghoshna Patra: Signed by the applicant or parents certifying that they do not belong to the Creamy Layer.
Income Certificate: Issued by the Tehsildar or Form 16 / ITR acknowledgement if parents are employed.
Note: Agricultural income is excluded from creamy layer calculation as per Punjab Welfare Department rules.
Special Provision for Landless Families in Punjab
If your family does not own agricultural land and has no Jamabandi record, your application will not be rejected. You can submit:
- Old Chulha Tax (ਚੁੱਲ੍ਹਾ ਟੈਕਸ) receipts from the Gram Panchayat.
- Residential plot registry / Lal Lakir property listing.
- Attested statement from the village Nambardar and two respectable village elders.
- On-ground inquiry report by the local Halka Patwari.
Strict Rules for Married Women in Punjab
In accordance with Supreme Court rulings (*Valsamma Paul* case) and Punjab Government guidelines:
- Caste status is determined strictly by biological birth from the father.
- A married woman cannot claim SC or BC status using her husband's caste certificate, land records, or husband's Lambardar attestation.
- She must submit her biological father's Punjab domicile, father's caste certificate, and paternal village Lambardar verification.
- Her marriage certificate is used solely as proof of identity and current marital address.
