How to Download Odisha Caste Certificate PDF / ଜାତି ପ୍ରମାଣପତ୍ର ଡାଉନଲୋଡ୍ (e-District Odisha)

Once your SC, ST, SEBC, or OBC certificate application is verified by the Revenue Inspector (RI / ରାଜସ୍ୱ ନିରୀକ୍ଷକ) and sanctioned by the Tahasildar / Additional Tahasildar (ତହସିଲଦାର / ଅତିରିକ୍ତ ତହସିଲଦାର), an electronically signed certificate PDF is generated. Learn how to download and verify your official certificate from e-District Odisha (edistrict.odisha.gov.in) or sync it to DigiLocker.

When Can You Download Your Certificate?

Your digital certificate is generated only after your local RI submits the field inquiry report, the Revenue Supervisor / Record Keeper clears land records (Hal/Sabik Patta), and the Tahasildar applies their official Digital Signature Certificate (DSC token). If your application status still shows “Under Process” or “Pending at RI Level”, wait until the status reflects “Delivered” (ପ୍ରଦାନ କରାଯାଇଛି).

Method 1: Direct Download via e-District Odisha / ServicePlus

Step 1: Open e-District Odisha Portal

Visit edistrict.odisha.gov.in or the direct ServicePlus Odisha window.

Step 2: Navigate to “Track Application Status”

Click on “Track Application Status” from the Quick Links on the homepage. You can access this without logging in by selecting “Through Application Reference Number” and entering your Application Submission Date or OTP. Alternatively, log in to your registered citizen account and open “View Status of Application” → “Track Application Status”.

Step 3: Download the Digitally Signed Output Certificate

When the status reflects “Delivered”, scroll down to the bottom table labeled Output Certificate. Click the blue link named “Caste Certificate” or “SEBC Certificate”. The high-resolution PDF will download immediately to your device.

Method 2: Pull into DigiLocker App (Permanent Cloud Storage)

The Government of Odisha Revenue & Disaster Management Department is integrated with the National DigiLocker ecosystem, enabling permanent cloud access:

  1. Open the DigiLocker website or mobile app and sign in using your Aadhaar-linked mobile number.
  2. Go to Search Documents and type “Revenue & Disaster Management Department, Odisha”.
  3. Select the exact service: “Issuance of Scheduled Caste Certificate”, “Issuance of Scheduled Tribe Certificate”, or “Issuance of SEBC Certificate”.
  4. Enter your Application Reference Number (e.g., E-ST/2026/XXXXX or E-SC/2026/XXXXX).
  5. Click “Get Document”. DigiLocker pulls the digitally signed PDF directly from the Odisha state repository.
  6. The fetched document holds equal legal validity to an original physical certificate under Rule 9A of the Information Technology Rules, 2016.

Digital Signature and QR Code Legal Validity

Odisha e-District certificates carry an IT Act 2000 compliant cryptographic digital signature of the Tahasildar / Additional Tahasildar and an encrypted 2D Barcode / QR Code. Under Government of Odisha circulars, no physical ink signature, round rubber seal, or revenue stamp is required. The certificate is 100% legally accepted by OPSC, OSSC, OSSSC, CHSE, universities, and central government recruiting agencies (UPSC, SSC, Railway).

How to Validate the Digital Signature in Adobe Acrobat Reader

When you open the downloaded PDF in Adobe Acrobat Reader on a computer, the digital signature might initially display a yellow question mark (“? Validity Unknown”) because the Odisha NIC root certificate is not yet in your local trusted keystore. Follow these steps to validate it:

  1. Right-click on the signature box labeled “Digitally signed by Tahasildar...” and select “Show Signature Properties”.
  2. Click “Show Signer's Certificate”.
  3. Navigate to the “Trust” tab at the top of the dialog.
  4. Click “Add to Trusted Certificates” and confirm by clicking OK.
  5. Check the box that says “Certified documents” and click OK.
  6. Click “Validate Signature”. The signature status will instantly change to a green checkmark (“✓ Signature Valid”).
Color Printout Recommendations

Always take a high-quality color printout on an A4 sheet (preferably 80+ GSM paper). Ensure that the Government of Odisha watermark (Konark Horse emblem) and the 2D QR Code are sharp and clearly legible so that document verification officers can scan the barcode during admissions or document verification.
