In Telangana, under the Telangana (SC, ST and BC) Regulation of Issue of Community Certificates Act, 1993, the revenue department issues an integrated document known as the 'Community, Nativity and Date of Birth Certificate'. It combines caste status (SC, ST, BC, EWS), local nativity under Presidential Order 2018, and legal date of birth into a single digitally signed certificate.
The Competent Authority to issue and digitally sign Caste Certificates in Telangana is the Tahsildar (Mandal Revenue Officer - MRO) of the concerned administrative Mandal. Field inquiry is conducted by the Village Revenue Officer (VRO) and scrutinised by the Mandal Revenue Inspector (MRI).
For Scheduled Castes (SC) and Scheduled Tribes (ST), the Community Certificate issued by the Government of Telangana carries lifetime permanent validity. For Backward Classes (BC-A, BC-B, BC-C, BC-D, BC-E) claiming Non-Creamy Layer (NCL) status and EWS candidates, the financial income validity is restricted to one financial year.
