Official Telangana Revenue & TG MeeSeva Statutory Framework (2026)
In Telangana, caste certification is administered under the Telangana (Scheduled Castes, Scheduled Tribes and Backward Classes) Regulation of Issue of Community Certificates Act, 1993 (Act 16 of 1993) and Statutory Rules 1997. The Revenue Department issues a consolidated 3-in-1 Community, Nativity and Date of Birth Certificate (కుల, నివాస మరియు పుట్టిన తేదీ ధ్రువీకరణ పత్రం) through the TG MeeSeva Portal (ts.meeseva.telangana.gov.in) and authorized MeeSeva franchise kiosks, sanctioned under the digital signature of the Tahsildar / Mandal Revenue Officer (MRO).
The 3-in-1 “Integrated Community Certificate” Framework
The Government of Telangana issues a unified statutory document known as the Integrated Certificate (Community, Nativity and Date of Birth). Rather than requiring citizens to file separate petitions for social status, residence, and age proof, this single legal instrument satisfies three constitutional verification mandates:
Community (Caste)
Validates reservation entitlement under SC, ST, Backward Classes (BC-A, BC-B, BC-C, BC-D, BC-E), or Economically Weaker Sections (EWS).
Nativity (Local Status)
Establishes local candidate eligibility under the Presidential Order 2018 based on institutional schooling in Telangana districts.
Date of Birth (DOB)
Provides statutory proof of birth date extracted directly from Secondary School Certificate (SSC) records or municipal birth registers.
Telangana Backward Classes (BC) Sub-Categorization Matrix
The State of Telangana provides 29% statutory reservation for Backward Classes in state educational admissions and public recruitment under Article 15(4) and 16(4) of the Constitution. This reservation is apportioned into five distinct groups to protect disadvantaged artisan and nomadic communities:
Aboriginal & Nomadic Communities
Comprises 54 nomadic, semi-nomadic, and vimukta jati communities with no fixed habitation or traditional land holdings.
Vocational & Artisan Communities
Comprises 28 traditional artisanal groups including Padmashali (weavers), Goud (toddy tappers), Vishwabrahmin (blacksmiths/carpenters), and Nayee Brahmin (barbers).
Scheduled Caste Converts to Christianity
Applies to individuals whose ancestors converted from Scheduled Castes to Christianity, preserving protective affirmative access.
Other Service & Agrarian Communities
Comprises 47 agrarian and service groups including Munnuru Kapu, Yadava (Golla), Kuruma, and Perika communities.
Socially & Educationally Backward Muslims
Recognizes 14 backward occupational groups among Muslims such as Dudekula, Laddaf, Pinjari, Mehtar, and Fakir (excluding creamy layer).
MeeSeva Service Architecture: Category-A vs. Category-B
The TG MeeSeva portal processes revenue requests under two distinct administrative pipelines depending on whether prior verified records exist:
Category-A: Instant Issuance
If an applicant or their direct blood relative (father, brother, sister) already holds a digitally signed caste certificate recorded in the MeeSeva database, the system allows instant issuance. No field enquiry is triggered, and the certificate is printed across the counter in 15 minutes upon fee payment.
Category-B: Fresh Field Verification
If the applicant is applying for the first time or legacy paper records have not been seeded into MeeSeva, the petition is classified under Category-B. This initiates an on-ground physical enquiry by the Village Revenue Officer (VRO) and Mandal Revenue Inspector (MRI) before Tahsildar approval.
Administrative Verification Hierarchy (VRO to Tahsildar)
In accordance with the statutory rules notified under Act 16 of 1993, every fresh caste application passes through a four-tier revenue scrutiny workflow:
1. Citizen Submission & MeeSeva Token Generation
Application submitted via TG MeeSeva online portal or franchise kiosk generates a unique 15-character Application Number (e.g., TS... or TG...) with digital timestamping.
2. Field Verification by Village Revenue Officer (VRO)
The VRO visits the applicant's village/ward, inspects original school admission registers, checks Food Security Card records, cross-verifies ancestral land entries (Pahani / Dharani), and records statements from local elders.
3. Scrutiny by Mandal Revenue Inspector (MRI)
The MRI verifies the VRO's field enquiry report against statutory gazette notifications, confirms non-creamy layer ceiling thresholds for BC applicants, and submits a digital recommendation.
4. Statutory Adjudication & Tahsildar (MRO) DSC Approval
The Tahsildar exercises competent quasi-judicial authority. Upon satisfaction, the certificate is approved and signed using a Class-3 Digital Signature Certificate (DSC), embedding a verifiable 2D barcode.
Presidential Order 2018: Local Candidate Status Rules
In Telangana, public employment is organized into 7 Zones and 2 Multi-Zones under the Telangana Public Employment (Organization of Local Cadres and Regulation of Direct Recruitment) Order, 2018. Obtaining a caste certificate also establishes statutory local nativity:
The 4-Year Continuous Study Rule (Classes 7 to 10)
A candidate is treated as a local candidate of a specific district or zone if they have studied in an educational institution in that local area for a period of not less than four consecutive academic years ending with the year in which they appeared for the Class 10 (SSC) examination.
For individuals who did not study in any recognized school, local status is determined by continuous residence of not less than four years immediately preceding the date of application, verified through Dharani land records or voter registration.
