Special Category Requirements: Scheduled Tribe (ST) & Inter-Caste Marriages

Scheduled Tribe (ST) Applications:

Under G.O. Ms. No. 235 and Madras High Court rulings, Tahsildars cannot issue ST certificates. Applications are evaluated solely by the Revenue Divisional Officer (RDO).

  • Ancestral genealogical tree certified by Village Administrative Officer.
  • Anthropological / customary evidence establishing tribal lineage.
  • Close blood relative's ST certificate verified through vigilance cell inquiry.
Children of Inter-Caste Marriages:

Under Tamil Nadu Government Orders (G.O. Ms. No. 477), children born to parents of inter-caste marriages can choose the community of either the father or the mother.

  • Inter-caste Marriage Certificate of parents.
  • Community certificate of the parent whose caste the child opts for.
  • Joint declaration affidavit by both parents confirming unanimous consent.
Mandatory Paternal Lineage Rule for Married Women

In Tamil Nadu, caste is determined strictly by birth (*Valsamma Paul* doctrine). A woman who marries does not acquire her husband's caste status. Married female applicants must submit:

  • Her biological father's community certificate and school TC (not husband's documents).
  • Marriage certificate or TNEPDS Smart Ration Card to prove name change/marital status.
  • Applications submitted with husband's community certificate will be rejected immediately by the revenue inspector.
