Understanding the 5 Stages of J&K Application Processing

Stage 1

Submitted

Application filed on e-UNNAT portal. Reference number generated and file queued in the Revenue Department server.

Stage 2

Patwari Inquiry

Forwarded to Halqa Patwari to inspect Jamabandi, Shajra Nasab, Chullah Bandi records, and conduct village inquiry.

Stage 3

Girdawar Review

Revenue Inspector (Girdawar) reviews Patwari report and cross-checks digital land records on Apki Zameen Apki Nigrani.

Stage 4

Naib Tehsildar

Legal review under J&K Reservation Rules 2005. Recommends file for approval or queries applicant if documents are missing.

Stage 5

Tehsildar DSC

Tehsildar approves application with an encrypted Digital Signature Certificate. Certificate marked as “Delivered”.

What Does Your Application Status Mean?

Status: Delivered / Approved

Your caste certificate has been legally approved and digitally signed by the Tehsildar. You can immediately download the official PDF from e-UNNAT or fetch it in DigiLocker.

Status: Under Process

Your application is moving through the revenue hierarchy (Halqa Patwari, Girdawar, or Naib Tehsildar). No action is required from you unless an inquiry notice is issued.

Status: Query Raised / Clarification Required

The Patwari or Tehsildar requires an additional document (such as a clearer Shajra Nasab or older Jamabandi extract). Log into your e-UNNAT account, review the query remarks, and upload the requested document.

Status: Rejected / Cancelled

The application was rejected due to statutory disqualification (e.g., incorrect Tehsil, non-continuous 15-year stay for RBA, or unverified lineage). You have the legal right to file an appeal before the Deputy Commissioner (DC).

Statutory Escalation Under J&K PSGA Act, 2011

If your application remains pending past the statutory 30 working days delivery timeline without a legitimate reason, you have the statutory right under the Jammu and Kashmir Public Services Guarantee Act, 2011 to escalate the matter:

First Appellate Authority

Deputy Commissioner (DC / DM) / ADC

You can file a formal First Appeal before the Deputy Commissioner (DC) or Additional Deputy Commissioner (ADC) of your District, citing your Application Reference Number and the date of submission.

Second Appellate Authority

Divisional Commissioner (Jammu / Kashmir)

If the First Appellate Authority fails to decide within the stipulated timeframe, you can file a Second Appeal before the Divisional Commissioner of the Jammu or Kashmir division.

Frequently Asked Questions: Jammu & Kashmir Status Tracking

Under the Jammu and Kashmir Reservation (Amendment) Act 2023 and the Constitution (Jammu and Kashmir) Scheduled Tribes Order (Amendment) Act 2024, two historic reforms were implemented: First, the older nomenclature 'Weak and Under-privileged Classes (Social Castes - OSC)' was formally replaced with 'Other Backward Classes (OBCs)' with an 8% reservation quota. Second, four new communities were included under Scheduled Tribes (STs): Pahari Ethnic Group, Padari Tribe, Koli, and Gadda Brahmin. The overall ST quota was restructured to 20%, ensuring that traditional tribes (Gujjars, Bakarwals, Gaddis) retain their separate 10% protected allocation without dilution.
Under the Jammu and Kashmir Reservation Rules, 2005, the Tehsildar (Executive Magistrate 1st Class) of the concerned administrative Tehsil is the statutory competent authority to issue and digitally sign Caste, Tribe, OBC, RBA, and ALC/IB certificates. The application undergoes mandatory field scrutiny by the Halqa Patwari, verification of land and genealogy by the Girdawar (Revenue Inspector), and recommendation by the Naib Tehsildar.
An RBA (Resident of Backward Area) Certificate provides reservation benefits in public employment and higher education admissions to residents of government-notified backward villages. To qualify under Rule 21 of the J&K Reservation Rules, the applicant or their parents must establish continuous, uninterrupted physical residence in the notified backward area for not less than 15 consecutive years immediately preceding the application. Mandatory proofs include continuous entries in Jamabandi, Misal-i-Haqiyat, Khasra Girdawari, Chowkidara, or Chullah Bandi registers.
Yes. Following the enactment of the Jammu and Kashmir Grant of Domicile Certificate (Procedure) Rules, 2020, a valid J&K Domicile Certificate has replaced the erstwhile State Subject / Permanent Resident Certificate (PRC) as the primary statutory proof of residence. Applicants must furnish their digital Domicile Certificate number while applying on the JK e-UNNAT portal.
No. Under established Supreme Court jurisprudence (Valsamma Paul v. Cochin University) and J&K Revenue Department directives, caste and tribal status are acquired strictly by biological birth from the paternal lineage (father's ancestry). A woman born into a general category family cannot claim SC, ST, OBC, or RBA benefits by marrying a reserved category individual. Married women must apply using their biological father's ancestral revenue records, paternal Shajra Nasab, and paternal Tehsil jurisdiction.
You can track your application online by visiting jansugam.jk.gov.in or eunnat.jk.gov.in, clicking on 'Track Application Status', and entering your Application Reference Number along with the submission date. Once the Tehsildar approves the application, log into your e-UNNAT citizen dashboard to download the digitally signed PDF carrying an official DSC cryptographic certificate and 2D verification QR code, or pull it directly into DigiLocker.
