Official Jammu & Kashmir Revenue Department Citizen Guidelines (2026)
In the Union Territory of Jammu and Kashmir, category certificates are statutory records issued under the Jammu and Kashmir Reservation Act, 2004 and the Jammu and Kashmir Reservation Rules, 2005, as modified by landmark legislative amendments in 2023 and 2024. Citizen services are delivered online through the unified JK e-UNNAT portal (eunnat.jk.gov.in) and the JanSugam J&K framework (jansugam.jk.gov.in).
Key Legislative Overhauls: OBC Transition and Expanded Scheduled Tribes (2024)
The legal landscape of affirmative action in Jammu and Kashmir has seen major statutory shifts that applicants must understand prior to filing applications on the e-UNNAT portal:
Social Castes Re-designated as OBC
Under the Jammu and Kashmir Reservation (Amendment) Act, 2023, the historical state phrase “Weak and Under-privileged Classes (Social Castes)” was replaced by Other Backward Classes (OBCs), establishing an 8% reservation quota in direct recruitment, educational seats, and local governance.
Expanded Scheduled Tribes (ST)
Under The Constitution (Jammu and Kashmir) Scheduled Tribes Order (Amendment) Act, 2024, four new communities joined the ST fold: Pahari Ethnic Group, Padari Tribe, Koli, and Gadda Brahmin. The ST quota was enhanced to 20%, maintaining a separate 10% protected quota for legacy tribes.
RBA & ALC / IB Certificates
Special territorial categories protect residents of notified remote villages (Resident of Backward Area - RBA, requiring 15 consecutive years of residence) and residents living along the Line of Actual Control / International Border (ALC/IB - 4% quota).
Following the Jammu and Kashmir Grant of Domicile Certificate (Procedure) Rules, 2020, the erstwhile Permanent Resident Certificate (PRC / State Subject) has been replaced by the digital Domicile Certificate. Applicants must quote their 16-digit or digital Domicile Certificate number while applying on the e-UNNAT portal.

Revenue Department Verification Hierarchy in Jammu & Kashmir
Every online application filed on the JK e-UNNAT portal is routed through a multi-tiered statutory verification hierarchy within the applicant's native administrative Tehsil:
Halqa Patwari
Examines historical land registers (Jamabandi, Misal-i-Haqiyat, Khasra Girdawari), inspects Shajra Nasab (family tree), and conducts spot inquiry with local elders.
Girdawar (Revenue Inspector)
Reviews the Patwari field report, verifies lineage consistency, and cross-checks revenue records against the digitized land records database.
Naib Tehsildar
Scrutinizes the legal eligibility under J&K Reservation Rules and forwards the verified case with formal recommendations to the Tehsildar.
Tehsildar (Issuing Authority)
As Executive Magistrate 1st Class, approves and digitally signs the certificate using a cryptographic Digital Signature Certificate (DSC) and 2D barcode.
Important Statutory Rule on Married Women Applicants in J&K
In strict compliance with Supreme Court jurisprudence (Valsamma Paul v. Cochin University) and circulars issued by the J&K Revenue Department, caste and tribal status are acquired exclusively by biological birth through paternal descent (father's lineage):
- A woman born into an unreserved or general category family cannot claim SC, ST, OBC, or RBA benefits by marrying a reserved category individual.
- A reserved category woman marrying outside her community retains her original birth caste status and must apply using her biological father's revenue records.
- All applications must be filed under the Tehsil of the applicant's biological father, not the husband's marital residence or matrimonial Tehsil.
- Marriage certificates or affidavits are accepted solely as legal confirmation of identity, surname modification, and current address.
