In the State of Goa, caste and community certificates are issued under the statutory framework of the Goa Right of Citizens to Time-bound Delivery of Public Services Act. The 19/02/1968 Cut-Off Rule: Goa's Legal Residency Benchmark

Because Goa was liberated from Portuguese administration on 19 December 1961, the President of India notified the Constitution (Goa, Daman and Diu) Scheduled Castes and Scheduled Tribes Order, 1968 on 19th February 1968. Under Goa administrative law, this date serves as the immutable legal dividing line:

Statutory Benchmark

19 February 1968 Residence

The applicant or their biological father/grandfather must prove continuous permanent domicile in Goa prior to 19/02/1968. Later domestic arrivals cannot claim state reservation quotas.

Cut-off: 19/02/1968 | Mandatory
Civil Proofs

Portuguese-Era Registers

Certified copies of Portuguese birth entries (Teor de Nascimento) from the Conservatória do Registo Civil or old Escritura land sale deeds are accepted as primary ancestral proof.

Teor de Nascimento / Land Deeds
Statutory SLA

10-Day Service Guarantee

Under the Goa Right to Time-bound Delivery of Public Services Act, the revenue department is statutorily mandated to complete verification and deliver the digital certificate within 10 days.

Statutory SLA: 10 Working Days
Paternal Bloodline Precedent (Supreme Court): Under Valsamma Paul v. Cochin University, community membership is derived exclusively from biological birth through the father. A married woman cannot claim her husband's Goan caste; she must apply through her biological father's pre-1968 records.
