Official Enclosure Checklist

Documents Required for Assam Caste Certificate (Full 2026 Checklist)

The definitive document guide for SC, ST(P), ST(H), OBC, and MOBC applicants on Sewa Setu Assam. Avoid rejection by understanding legacy requirements, paternal proof, and scanning standards.

1Proof of Date of Birth & Identity (Any One Mandatory)

Your identity proof must clearly show your full name and date of birth exactly as you intend it to appear on your Caste Certificate:

HSLC Admit Card / Certificate

Issued by SEBA / AHSEC / CBSE / ICSE. Considered the gold standard for age proof in Assam.

Birth Certificate

Digitally registered certificate issued by Registrar of Births & Deaths.

Aadhaar Card (Applicant)

Must have verified mobile link and complete Date of Birth (DD/MM/YYYY).

PAN Card or Passport

Government of India identity document with clear photo and signature.

2Proof of Continuous Residence in Assam (Legacy Records)

Under Assam revenue norms, applicants must prove ancestral residency. You must provide at least one of the following solid documentary proofs:

Certified Copy of 1966 or 1971 Electoral Roll:

A certified voter list extract showing your father's or grandfather's name in an Assam constituency prior to March 24, 1971. You can obtain certified voter list copies from your district Election Office / Deputy Commissioner's office.

Land Jamabandi / Land Patta & Khazana Receipt:

Periodic Patta copy or updated Jamabandi (record of rights) accompanied by the latest Land Revenue Paying Receipt (Khazana Rasid) registered in the family name. This proves ancestral agricultural or homestead ties to your specific revenue circle.

Permanent Resident Certificate (PRC):

An existing digital PRC issued to the applicant or their father by the competent Deputy Commissioner or SDO.

3Paternal Blood Proof & Recognized Community Recommendations

Mandatory Legal Precedent: Caste status in Assam is strictly determined by paternal descent. You cannot use your mother's or maternal uncle's certificate to apply.

Option A: Father's Existing Caste Certificate

Upload a clean scan of your father's digitally issued or verified offline caste certificate issued by an authorized revenue authority in Assam.

Option B: Recommendation from an Authorized Apex Community Body

If the father does not possess a formal certificate, the Government of Assam accepts official recommendation slips issued by registered apex organizations:

  • For ST (Plains / Hills): All Assam Tribal Sangha (AATS) local branch recommendation.
  • For OBC & MOBC: All Assam Other Backward Classes Association or recognized tea community welfare councils.
  • For SC: Asom Anusuchit Jati Parishad recommendation letter.
