Before You Begin: 3 Things to Keep on Your Desk

Do not start filling out the form on Sewa Setu until you have these three assets ready on your computer or phone. The portal has an active 15-minute inactivity session timeout, and having to hunt for files mid-way is the number one cause of failed submissions.

Aadhaar-Linked Mobile Phone: Needed for receiving the login OTP and signing digital declarations.
Pre-Compressed Scans: Passport photo strictly under 50 KB (JPG format) and identity/lineage PDF scans under 200 KB each.
Accurate Revenue Administration Data: The exact name of your Revenue Circle Office, Mouza, and Police Station corresponding to your family land records.

Screen-by-Screen Application Procedure

Step 1: Account Registration & Login

Authentication through Meri Pehchaan (e-Pramaan)

Open the official sewasetu.assam.gov.in portal. Click on "Login / Register" in the top header. You will be redirected to the National Single Sign-On system (Meri Pehchaan). If you do not have an existing account, select "Sign up for MeriPehchaan" using your mobile number, full legal name, date of birth, and gender.

Pro Tip: Ensure the mobile number used is linked with your Aadhaar, as future status alerts and OTP confirmations will be routed there automatically.

Step 2: Service Selection

Navigating to Caste Certificate Services

Once logged into the citizen dashboard, enter "Caste Certificate" in the search bar, or browse by department to Welfare of Plain Tribes & Backward Classes or Social Justice & Empowerment Department.

Select the specific service card titled "Issuance of Caste Certificate". Read the service eligibility advisory and click "Apply Online".

Step 3: Lineage & Administrative Data Entry

Filling Circle Office, Mouza & Family Details

The online form is divided into three critical sections:

  • Applicant Details: Full name exactly as recorded on Class 10 admit card or birth certificate. Mother's name, father's name, gender, date of birth, and occupation.
  • Jurisdictional Revenue Mapping: Select your District, Sub-Division, Revenue Circle Office, Mouza, Village/Town, and Police Station. Selecting the correct Revenue Circle is vital, as this sends your file directly to the relevant Circle Officer.
  • Caste & Community Classification: Choose your broad category [SC, ST(P), ST(H), OBC, MOBC], followed by your specific recognized sub-caste or community from the drop-down menu.
Step 4: Uploading Mandatory Proofs

Document Attachments & Photo Guidelines

Upload the scanned copies of required documents in PDF or JPG format:

1. Applicant PhotographPassport size, white background, strictly under 50 KB in JPG format.
2. Age ProofBirth Certificate or HSLC Admit Card showing verified Date of Birth (under 200 KB).
3. Paternal Caste CertificateFather's caste certificate or registered blood-relation certificate (under 200 KB).
4. Community RecommendationOfficial recommendation letter from authorized Caste/Tribal body (under 200 KB).
Step 5: Submission & Acknowledgement Receipt

Generating the RTPS Acknowledgement Number

Review the final application preview screen thoroughly. Ensure names, dates of birth, and uploaded files match without spelling mismatches.

Click "Submit". The Sewa Setu portal will generate an official ARTPS Acknowledgement Slip containing your unique Application Reference Number (e.g. RTPS-CC/2026/XXXXX). Download and preserve this PDF. You will also receive an SMS confirmation with the expected statutory delivery date (30 working days).

Troubleshooting Common Sewa Setu Submission Glitches

Issue 1: "File size exceeds 50KB" on photo upload

Solution: Use our free image compressor tool to drop your photo quality to 75% or 300x400 pixels before uploading.

Issue 2: Mobile OTP Not Received

Solution: Meri Pehchaan SMS gateways sometimes experience congestion during evening peak hours. Early morning (7:00 AM to 10:00 AM) or late evenings have virtually zero gateway lag.

Issue 3: Incorrect Circle Office Selected

Solution: If you mistakenly selected the wrong circle office, wait 2-3 days for the reviewing clerk to flag jurisdiction mismatch and raise a query. You can then re-route your file within the portal without paying fees.
